IRS to Send Letter to Non-Tax Filers Reminding Them to Register for EIPs

In an Information Release, the IRS has said that it will be sending letters later this month to roughly 9 million Americans who typically don’t file federal income tax returns who may be eligible for, but have not registered to claim, an Economic Impact Payment (EIP).

Background.

As part of the Coronavirus Aid, Relief, and Economic Security Act (CARES Act, PL 116-136, 3/27/2020), IRS is sending EIPs to certain taxpayers. The eligibility for EIPs and the amount of EIPs are generally dependent on a taxpayer’s 2019 federal income tax return or, if they didn’t file that return by the time IRS determined their eligibility, their 2018 federal income tax return.

To facilitate EIP payment, IRS has created an on-line tool that “non-filers” (i.e., taxpayers that were not required to file a 2018 or 2019 tax return) can use to register for their EIPs (“Non-Filers tool“). (IR 2020-69, 4/10/2020)

Special letter.

The Information Release says that the IRS will start mailing letters later this month to roughly 9 million Americans who typically don’t file federal income tax returns who may be eligible for, but have not registered to claim, an EIP.

The letter, officially known as IRS Notice 1444-A, will urge recipients to register with the Non-Filers tool by October 15 in order to receive their payment by the end of the year.

The IRS notes that receiving the Notice 1444-A is not a guarantee of eligibility for an EIP.
